No. No PSA is safe for prostate cancer, even normal-range PSA may be indicative of prostate cancer. However, PSA<4 usually has a very low chance of getting prostate cancer. There are rare variants of prostate cancer that may happen even with normal PSA levels. These are neuroendocrine variety, small cell prostate cancer, prostatic sarcoma, squamous cell carcinoma prostate, etc.
